Minister for Public Works and Information and Communication Technology
The Honourable Robert Schwarten
12/10/2010
STATEWIDE BUILDING LICENCE CRACKDOWN
The Minister for Public Works, Robert Schwarten, today announced a statewide audit of Queensland building sites to help ensure all building workers are licensed.
Mr Schwarten said over 100 inspectors from the Building Services Authority (BSA) would visit randomly selected building sites over the next month.
“This crackdown will ensure all persons doing building work are licensed or otherwise operating lawfully,” he said.
“During tough economic times, unqualified and unlicensed persons often believe they can make money in the building industry by competing unfairly against licensed operators.
“These rogue contractors also put consumers at risk.”
Mr Schwarten said the audits were strongly supported by licensed contractors and industry associations.
In 2009-10, BSA staff interviewed 9,594 contractors at 2,604 building sites across the State. As a result, fines totalling $88,000 were issued and 38 investigations are still ongoing.
Any person caught unlawfully performing building work can be fined up to $25,000 while a company can be fined up to $125,000.
If a builder is caught engaging an unlicensed subcontractor, the builder may be fined up to $8000 for a first offence, $12,000 for a second offence and $16,000 for a third or subsequent offence.
“I’m pleased to say that, as the number of worksite compliance investigations by the BSA has increased, the number of unlicensed contractors detected has decreased,” Mr Schwarten said.
The BSA has also increased its compliance investigations into advertising by unlicensed contractors.
Unlicensed contractors must state in any advertisement the maximum value of work they can perform without a licence, while BSA licensees must state their name and licence number.
In 2009-10, the BSA conducted 2,632 investigations, issuing 482 infringement notices to unlicensed-contractor advertisers and 34 fines to licensees for non-compliant ads.

Fellow Solid Plasterers, An Important Announcement for the Trade of Solid Plastering We are proud and excited to announce that the Solid Plasterers Alliance Qld [...]

Fellow Solid Plasterers,

An Important Announcement for the Trade of Solid Plastering

We are proud and excited to announce that the Solid Plasterers Alliance Qld has been formed on behalf of and to serve the Solid Plasterers of Qld.

Part of our immediate objective is to challenge pending amendments to the license of Solid Plastering and other trade licenses that will impact on us before our trade is absorbed into other trades and ‘rendered’ obsolete.

We have had two meetings with the BSA in recent week’s and they have welcomed the inception of our Alliance and have committed to reviewing in particular the amendment, “Painters Applying Cement Render & Texture Coatings” and will also cooperate with a review of the Solid Plastering license and the full skill-set that should be captured within it.

We have gained the support of each of the major manufacturers and suppliers of our modern products. Render Systems Australia, Ezycoat Australia, Koolwall, Rockcote, SupaCoat, Dulux, Wattyl and Quick Wall have each provided letters of support and a representative from most of these companies were present at the last meeting with the BSA to add weight to the significance of our intention.

In the absence of a consistent and united voice the trade has been stripped of many important attributes, been subjected to a limited capacity to capture work independently and reduced often to cheap labour. The deep history and craftsmanship of the trade has been compromised and the foundation of being both a technical and aesthetic based trade challenged. Solid Plastering has been dictated to from many angles and there has been a steady loss of control over our own industry, loss of pride, standards and value. We recognize those who have led the way in their efforts to initiate a voice for the trade. It is an enormous task but one that is now in urgent need of facilitating.

Render Systems Australia (River Sands Pty Ltd) have kindly offered to donate a website to the Alliance and will have it developed to our requirements. This will be available as soon as possible. The website address will be forwarded through an SMS to each of you once it becomes accessible. In the meantime we have an email address you can contact us via, spaqld@hotmail.com. Please join us in monitoring the process of reclaiming our trade and provide your valuable input, suggestions, feedback and where appropriate your assistance. A group of experienced Solid Plasterers with a long history in the trade have put their hands up to initiate this alliance and be representatives for the interim. A formalized body will be nominated in due course and include appropriate required positions. Further information will be available on the website.

The aim is to take the trade forward by focusing on the needs of Solid Plasterers, further potential for and within solid plastering, business security, networking, resources and support, trade longevity and the evolution of the trade moving forward. We look forward to a long standing partnership for our common cause.

Yours sincerely,
